Ed Seykota wants to see children reading by the end of second grade, proficient at basic math by the end of third grade and able to write clearly by the end of fourth grade.
Seykota said the district's position is for students to be able to read by the end of third grade.
"Only 20 percent of fourth graders can read at a fourth grade level," Seykota said.
"I would like to get this stopped early," he said. "One year of education for each year in school, not a cycle of remediation."
Seykota said that no mechanism is in place to evaluate the success of programs such as discontinuing traditional phonics or class size reduction.
"Ninety million dollars is spent on class size reduction and we don't know if it works," Seykota said.
"The school system, in a large measure, is a failure," he said. "A lot of people send kids to supplemental schools like Sylvan to get them caught up."
Seykota believes the district should not accept excuses for failure. He developed a plan for change, which was influenced by Samuel Carter's book, "No Excuses," published by the Heritage Foundation.
Seykota said the board is micromanaging the superintendent and making too many administrative decisions. He thinks the board should be setting policy and demanding that the superintendent come up with plans and proposals with deadlines like a standard board of directors and CEO's.
"The Board is being run correctly for a small town, but Reno isn't a small town anymore," he said.
Seykota has bachelor degrees in both electrical engineering and industrial management from MIT and currently works as a software designer and investment manager. He has also volunteered at Incline Elementary School.
